Architecture
The Luverne Downtown Historic District is significant under Criterion C for its collection of early to mid twentieth-century residential architecture. Contained within the historic district are locally significant examples of high style and vernacular houses. Victorian era buildings and bungalows are prevalent. Tudor Revivals and Colonial Revivals are present in smaller numbers.

Victorian era residences feature such stylistic embellishments as brackets, spindlework friezes, and turned posts. Bungalows in Luverne display exposed timberwork, wood posts on stone or brick piers. The houses of the middle and upper classes reflect a conscious effort of their builders and owners to capture the essence of national architectural trends. Vernacular house types include massed plan and pyramidal roof cottages. These homes reflect the basic needs of shelter for the Luverne working class that resided in them from the late nineteenth-century and early twentieth-centuries.

The Luverne Historic District is significant under Criterion C for its collection of late nineteenth to mid twentieth-century commercial buildings. Represented in the district are examples of locally significant one and multiple story commercial block. Possessive of a moderate degree of integrity, the resources in the :historic district feature such historic characteristics as name and date plates, decorative brickwork, tin panel ceilings, transoms, parapets, bracketed cornices, corbelled belt and string courses, recessed panels, brackets, some clerestories (many of which have been covered), and glass display bays. The National Guard Armory (Resource 186) is a noteworthy example of an Art Moderne facility that follows the pattern established by Montgomery architect Earl Lutz for Alabama armories.

Commerce
The Luverne Historic District is significant under Criterion A for its collection of late nineteenth to mid twentieth-century commercial buildings. These buildings represent some seventy years of Luverne's commercial history. They are associated with significant periods of economic growth, including Luverne's industrial, commercial, and residential infancy in the late nineteenth-century (ca. 1890, 1897) and transportation and industrial growth in the early twentieth-century (ca. 1900-1907, 1913). Contained within the Luverne Historic District are historic banks, general merchandise stores, restaurants, specialty shops, professional offices, and warehouses, all the elements commonly associated with a commercial district. The goods and services, such as horses, feed and seed, hardware, clothing, grocery items, dry goods, money, and furniture, ensconced in these edifices were vital to the daily functions of the town. The downtown section of the Luverne Historic District has long retained its identity and integrity as the center of commercial activity and the focal point in the city.

The historic commercial district of Luverne is significant as having been the center of COUI government for Crenshaw County since June 9, 1893. The town of Luverne was named the Crenshc County seat following a countywide vote in 1893. The county seat was moved from Rutledge to Luverne because of the railroads connection to it and because it was the population center of the county. The Luverne Historic District includes the railroad depot (Resource 183) that IT this move possible. Historic civic buildings included in the district are the National Guard Armory (Resource 186), United States Post Office (Resource 48), and Luverne City Hall (Resource 113).
